XXXVII Commitments
  1. Commits the DCs to:
  1(a) "accord high priority to the reduction and elimination of barriers to products currently or potentially of particular export interest to less-developed contracting parties, including customs duties and other restrictions which differentiate unreasonably between such products in their primary and in their processed forms;"
  1(b) avoid new restrictions on products of interest to LDCs; and
  1(c) (i) refrain from new fiscal measures, and (ii) when adjusting fiscal policy, aim to eliminate measures, which impede market access for primary products.
  2(a) Failure to give effect to Paragraph 1 shall be reported to the Contracting Parties.
  2(b) (i) Upon request, requires consultations in the event of failure to give effect to Paragraph 1. (ii) Invites joint action with other DCs to help implement Paragraph 1. (iii) Invites joint action to "further the objectives of this Agreement as envisaged in paragraph 1 of Article XXV."
  3. The developed Contracting Parties shall:
  3(a) "make every effort" to maintain equitable trade margins in cases where a government participates in determining resale prices
  3(b) aim to adopt measures to develop import opportunities for LDCs.
  3(c) have special regard to the trade interests of LDCs when considering mesures permitted under this Agreement.
  4. LDCs agree to promote trade benefits for other LDCs in implementing Part IV.
  5. Requires "opportunity for consultations" in implementing this Article.
