XXV	Joint Action by the Contracting Parties
	1.	Requires occasional meetings of the joint Contracting Parties to "further the objectives of this Agreement."
	2.	Requires first meeting by 3/1/48, convened by UN Secretary-General.
	3.	Contracting Parties each have one vote.
	4.	Unless stated otherwise, decisions are by majority vote.
	5.	Allows waiver of provisions for a Contracting Party under "exceptional circumstances" by a 2/3 vote and majority of all Contracting Parties. By a similar process, categories of exceptional circumstances and criteria may be established.
