XXXV		Non-application of the Agreement between Particular Contracting Parties
	1.	This Agreement, or Article II of it, does not apply between members if:
	1(a)	the two parties have not started tariff negotiations with each other; and
	1(b)	either party does not consent to its application
	2.	Allows for review of this Article "in particular cases" upon request of any CP.
