Requires "treatment no less favorable" than Schedules of concessions, annexed to the Agreement (165)
Allows exceptions for internal taxes, countervailing and antidumping duties, and charges for services rendered
Prohibits manipulating dutiable value or exchange rates (ERs) to evade Schedules
Monopoly importers cannot evade Schedules, but "assistance to domestic producers permitted by other provisions of this Agreement" remains acceptable.
Provides for dispute negotiations and "compensatory adjustment" (at least for tariff classification disputes)
Adopts IMF par values for ERs for IMF members, and allows for adjustments for ER changes > 20%
Makes Schedules "an integral part of Part I"
