XVII State Trading Enterprises
  1(a) Requires non-discriminatory treatment regarding trade transactions.
  1(b) Purchases must be based only on commercial considerations and afford adequate opportunities to compete for sales.
  1(c) No enterprise under the jurisdiction of a CP can be prevented from abiding from (a) and (b).
  2 Exempts state enterprises from paragraph 1 for imports for direct use, only "fair and equitable treatment" is requred for those imports.
  3 Recognizes the importance of negotiations to limit trade obstacles resulting from state enterprise operations.
  4(a) Requires notification of products traded by state enterprises
  4(b) In cases of an import monopoly not covered under negotiated schedules of concessions (Article II), requires notification upon request of the import markup or resale price.
  4(c) Requires that operating information about state enterprises be provided on request by an adversely affected CP.
  4(d) Provides specified disclosure exemptions for confidential information
