XXXVI Principles and Objectives
  1. The contracting parties,
  1(a) "recalling that the basic objectives of this Agreement include the raising of standards of living and the progressive development of the economies of all contracting parties, and considering that the attainment of these objectives is particularly urgent for less-developed contracting parties;"
  1(b) "considering" the key role of "export earnings" and its dependence on prices of essential imports, export volume and prices;
  1(c) "noting that there is a wide gap" in living standards;
  1(d) "recognizing" the essential role of individual and joint action;
  1(e) "recognizing that international trade as a means of achieving" advancement should be consistent with "the objectives set forth in this Article;"
  1(f) "noting that the Contracting Parties may enable less-developed Contracting Parties to use special measures to promote their trade and development;" agree as follows
  2. Recognizes the need for rapid expansion of export earnings of LDCs
  3. Recognizes the need for "positive efforts to ensure" export growth "commensurate with" their development needs.
  4. Recognizes the "continued dependence of many less-developed contracting parties on the exportation of a limited range of primary products" and the need to improve export conditions for those products, in particular measures to promote "stable, equitable and remunerative prices."
  5. Recognizes the need for increased market access for processed and manufactured product exports of interest to LDCs for diversification purposes.
  6. Recognizes the need for collaboration with international lending agences to help alleviate debt burdens.
  7. Recognizes the need for collaboration with appropriate UN organs and agencies.
  8. The DCs "do not expect reciprocity" for concessions to LDCs.
  9. Requires a "conscious and purposeful effort" by the Contracting Parties to "give effect to these principles and objectives."
