XXVIIIbis		Tariff Negotiations
	1.	Authorizes the Contracting Parties to sponsor tariff reduction negotiations "from time to time."
	2(a)	Specifies a range of permissible negotiation options.
	2(b)	Recognizes the importance of participation of all leading trade partners.
	3.	Requires that negotiations take into account: (a) the needs of individual Contracting Parties and industries; (b) the needs of LDCs for flexibility and tariff revenues; and (c) all other relevant circumstances.
