XXIII Nullification or Impairment
  1. Whenever a contracting party considers that its benefits have been "nullified or impaired" or an "objective of the Agreement is being impeded," it may contact the other contracting parties concerned in the matter and recieve "sympathetic consideration," because (a) a contracting party is not carrying out its obligations, (b) of any CP measure (whether or not in violation of this Agreement) or (c) of any other reason.
  2. Allows for a general investigation if bilateral consultations fail. The investigation may result in the authorization of a CP to suspend a trade concession, in which case the CP sanctioned may submit within 60 days a notice of intent to withdraw from the Agreement and then withdraw 60 days after notification.
