XXI Security Exceptions
  "Nothing in this Agreement shall be construed"
  (a) to require disclosure of information essential to national security; or
  (b) to prevent actions necessary "for the protection of" a country's "essential security interests" (i) relating to fissionable materials; (ii) relating to trade of military items or supplies; or (iii) taken in time of war or other emergency in international relations; or
  (c) to prevent compliance with the United Nations Charter for the maintenance of international peace and security.
