	1	Requires timely publication of nonconfidential trade regulation-related information
	2	Prohibits enforcement of more restrictive trade measures "before such measure has been officially published."
	3(a)	Requires "uniform, impartial and reasonable" administration of trade regulations
	3(b)	Requires timely institution of appropriate "tirbunals" for "the prompt review and correction" of customs matters.
	3(c)	Grandfathers existing procedures if they meet the objectives of this Article.
