Dear CAS Members and Candidates:

In June 1997, the CAS Task Force on Education issued a report on its two-year review of the CAS education and examination system. The CAS Board of Directors had approved the Task Force's recommendation to reconfigure the syllabus and examination structure. It was announced that this new structure would be finalized in December 1998 and published in the first quarter of 1999.

At its January meeting, the CAS Executive Council approved the CAS Syllabus Committee recommendations for the 2000 Syllabus of Examinations. The recommendations also reflect the extensive work of the members of the CAS and the Society of Actuaries on new Exams 1-4 that will be jointly administered by the two societies.

The Syllabus Committee has prepared this manuscript of the readings for the 2000 Syllabus for the advance information of CAS members, candidates, and other interested parties. The final CAS 2000 Syllabus will be published in September 1999-two months earlier than the annual Syllabus is usually published. There may be minor changes made to this manuscript before the final Syllabus is published. Information about examination dates, registration information, and Study Kits will be provided in September.

I commend the CAS Syllabus Committee and the joint working groups for their diligent work over the past year and a half on this difficult task. I believe that the syllabus of readings as presented in this manuscript successfully incorporates the educational principles established in the Task Force's report.
